Candidacy Program for the 2022-2026 Term

1 — The Director is elected by the School Council, according to the electoral regulations attached to these Statutes.

2 — The election procedure must include the following: a) The public announcement of the opening of candidacies;
b) The public presentation of candidacies;
c) The public hearing of candidates by the School Council, with the presentation and discussion of their action plan;
d) The final vote by the School Council, by secret ballot and absolute majority of the members.

3 — Any professor or researcher from FMUL, or professors or researchers from another organic unit of the University of Lisbon or other institutions, national or foreign, of university education or research, may be elected as Director.

4 — The position of Director is exercised on a full-time basis, in accordance with the incompatibilities provided in the Statutes of the University of Lisbon, and cannot be held concurrently with membership in the Boards of Administration or Management of the institutions that constitute the Lisbon Academic Medical Center consortium.

5 — Those who are retired or otherwise ineligible under the law cannot be elected.

6 — The Director is assisted by one or two Deputy Directors, chosen from among the tenured professors and researchers, who are freely appointed and dismissed by the Director.

7 — The Deputy Directors are responsible for the functions delegated by the Director, as well as for replacing the Director in case of absence or incapacity, in accordance with the defined terms.

8 — The Deputy Directors are members of the Management Council.

Article 25
Term of Office

The Director's term of office is four years, and it may be renewed only once.

Statutes

1 — The Director is responsible for: a) Leading FMUL and representing it before the University’s governing bodies and external entities;
b) Drafting and presenting to the School Council the key strategic options for the term, the budget, the activity plan, as well as the annual activity and financial reports;
c) Presenting to the School Council the proposal for the formation of the Internal Evaluation Committee;
d) Managing and implementing the performance evaluation system determined by the Internal Evaluation Committee;
e) Presenting to the School Council a proposal for the establishment or participation in the creation of private legal entities, or forming consortia with public or private higher education institutions, and public or private research and development institutions, both national and international, as provided in Article 16 of the University of Lisbon Statutes;
f) Ensuring compliance with decisions made by FMUL’s collective bodies;
g) Establishing the rules for the use of spaces and facilities;
h) Approving the academic calendar and schedule, after consulting the Scientific Council and the Pedagogical Council;
i) Exercising disciplinary authority as delegated by the Rector;
j) Exercising the functions delegated to him by the Rector;
k) Appointing Directors of Structural Units and Coordinators of Pedagogical Areas, upon proposal by the Scientific Council;
l) Deciding on the creation, modification, and dissolution of Structural Units and Pedagogical Areas in accordance with Article 10

2 — With regard to FMUL’s services, the Director is responsible for: a) Directing and overseeing the administrative and financial management of FMUL, ensuring the efficient use of its resources;
b) Appointing, in accordance with the law and the Statutes of the University of Lisbon, the School’s Executive Director;
c) Chairing the Management Council;
d) Ensuring the integration of FMUL’s administrative management into the University’s general administrative management, as required by law;
e) Preparing FMUL’s budget and activity plan, and ensuring their implementation;
f) Setting the tuition fees for non-degree courses;
g) Appointing the Library Professor, after consulting the Scientific and Pedagogical Councils, for a period of three years;
h) Dismissing the Library Professor, after consulting the Scientific and Pedagogical Councils.

3 — With regard to academic management, and in accordance with Article 42 of the University of Lisbon Statutes, the Director, upon proposal by the Scientific Council, is responsible for: a) Appointing juries for doctoral examinations;
b) Appointing juries for equivalence to the doctoral degree;
c) Appointing juries for the recognition of the doctoral degree;
d) Appointing juries for master’s academic examinations;
e) Appointing juries for the recognition of undergraduate and master’s level qualifications;
f) Appointing juries for equivalence to the master’s degree;
g) Approving the distribution of teaching duties, as well as the assignment of responsibilities for curricular units;
h) Establishing academic awards;
i) Creating, suspending, and terminating non-degree programs.

4 — With regard to human resource management, the Director is responsible for: a) Directing and overseeing the management of FMUL’s human resources;
b) Carrying out, in accordance with the law, the recruitment of teaching and research staff;
c) Authorizing the opening of competitions for non-teaching staff;
d) Taking the actions provided by law regarding the employment and career status of FMUL’s staff, without prejudice to the powers of the Scientific Council;
e) Authorizing professors who reach the retirement age during the academic year to continue their duties until the end of that year, in accordance with the law.

5 — The Director assumes all responsibilities that are not assigned by law or the Statutes to other FMUL bodies.

6 — The Director may delegate his responsibilities in accordance with the law and the Statutes.
