The Pedagogical Council is the pedagogical management body of FMUL, composed of 6 faculty members and 6 students. The presidency of the Pedagogical Council is held by a full-time faculty member with a PhD, elected from among the PhD members of the council.
The Pedagogical Council deliberates by relative majority, with the President having the casting vote
a) Elect its president and approve its internal regulations;
b) Provide opinions on pedagogical guidelines, teaching methods, and evaluation methods;
c) Promote regular surveys on the pedagogical performance of the academic unit or the institution, and oversee their analysis and dissemination;
d) Promote the evaluation of the pedagogical performance of the faculty, and oversee its analysis and dissemination;
e) Address complaints related to pedagogical matters and propose necessary corrections;
f) Approve the student performance evaluation regulations;
g) Provide opinions on academic progression rules;
h) Provide opinions on the creation of study programs and their respective curricula;
i) Prepare the academic calendar and exam schedules;
j) Exercise other responsibilities conferred by law, the Statutes, or University regulations.
Meetings:
The Pedagogical Council meets regularly once a month and may hold extraordinary meetings at the request of the President or by initiative of one-third of its members.
By decision of the Pedagogical Council, Pedagogical Area Coordinators, Year Coordinators, AEFML representatives, as well as other invited individuals, may participate in the meetings without voting rights.
Faculty members will be elected by the entire faculty of FMUL, and students will be elected by the entire student body, in accordance with the Electoral Regulations attached to the Statutes of FMUL.
The term of office for members of the Pedagogical Council is four (4) years, except for students, whose term is one (1) year.

Lisbon School of Medicine
These Bylaws are in accordance with the Statutes of the Faculty of Medicine, University of Lisbon, published in the Diário da República on April 3, 2014 (Dispatch No. 4824/2014).
Article 1
Definition
The Pedagogical Council is the Pedagogical Management Body of the Faculty of Medicine, University of Lisbon (FMUL).
Article 2
Composition and Election of the Pedagogical Council
- The Pedagogical Council is composed of six faculty members and six students.
- Faculty members are elected by the entire faculty of FMUL, according to the electoral regulations of the Statutes of FMUL.
- The six students will be elected by the entire student body, according to the Electoral Regulations of the Statutes of FMUL.
- The term of office for faculty members is three years. The term of office for student members is one year.
Article 3
President

After the inauguration of the members of the Pedagogical Council, the Dean, from among the elected faculty members, promotes and conducts the election process for the President of the Body.

The President of the Pedagogical Council is elected from among the PhD faculty members by the faculty and student members of the Pedagogical Council.

The President designates a substitute from among the faculty, who will take over in their absence or impediment.

It is the responsibility of the President to: a) Convene meetings; b) Declare the opening, suspension, and closing of meetings; c) Direct the proceedings, granting the floor and ensuring order during debates; d) Accept and put to vote proposals and requests; e) Order the publication of the minutes of the meetings on the Pedagogical Council’s page on the FMUL portal.
Article 4
Operation of the Pedagogical Council

Meetings:
The Pedagogical Council meets:
a) in monthly regular meetings;
b) in extraordinary meetings, upon the call of the President or at the request of one-third of its members. -
Participation:
a) All full members are required to participate in meetings;
b) Exceptionally, participation in meetings, as well as participation in votes during meetings, may be in person or via videoconference;
c) Whenever there are vacancies, these will be filled by Substitute Members in the order they appear on the respective electoral list, in accordance with Article 5 of Annex III of the Statutes of FMUL;
d) An unjustified absence of a member from more than four annual meetings, or three consecutive meetings, shall result in their permanent replacement by a substitute member, in the order they appear on the electoral list;
e) The Pedagogical Council may invite Substitute Members and other individuals deemed appropriate to participate in its meetings without voting rights. -
Deliberation:
a) The Pedagogical Council deliberates by simple majority, with the President, or their substitute, holding the casting vote, as provided in No. 4 of Article 34 of the Statutes of FMUL.
b) Deliberations require a minimum quorum of seven members, including at least three faculty members (one of whom must be the President or their substitute) and three student members. -
Monthly Regular Meetings:
a) These shall be convened with a minimum notice of one week, by email and/or letter, including the agenda and all necessary documentation for deliberations;
b) Minutes shall be drafted that, according to No. 4 of Article 34 of the Administrative Procedure Code, may be approved in draft form at the end of the sessions, without prejudice to being transcribed with greater detail and submitted for approval at the next meeting, after being sent to all members, including the substitutes of the Body. -
The Pedagogical Council may appoint working groups with the participation of the Substitute Members of the Body or others it deems appropriate for the study or analysis of specific issues.

The Pedagogical Council must respond to opinions requested of it within a maximum period of 45 days from the date of receipt.

The Year Coordinators elected from among the Coordinators of Disciplinary Areas and the Heads of the respective year must coordinate their activities with the Pedagogical Council, in compliance with the provisions established in the Pedagogical Regulations of FMUL. Therefore:
a) Before the start of each semester, all Year Coordinators will be invited to participate in the Pedagogical Council meeting to coordinate the planned teaching activities, provide information about the functioning of the previous semester, and prepare the respective report;
b) Year Coordinators must also send the Pedagogical Council, by June 30 each year, a document with the detailed program, summaries of the classes, and an indication of the supporting teaching materials for all curricular units/modules of the respective year.
Article 5
Others
The President of the Pedagogical Council is a member, by virtue of their position, of the Scientific Council of FMUL and the Senate of the University of Lisbon.
