The Pedagogical Council is the pedagogical management body of FMUL, composed of 6 faculty members and 6 students. The presidency of the Pedagogical Council is held by a full-time faculty member with a PhD, elected from among the PhD members of the council.
The Pedagogical Council deliberates by relative majority, with the President having the casting vote
a) Elect its president and approve its internal regulations;
b) Provide opinions on pedagogical guidelines, teaching methods, and evaluation methods;
c) Promote regular surveys on the pedagogical performance of the academic unit or the institution, and oversee their analysis and dissemination;
d) Promote the evaluation of the pedagogical performance of the faculty, and oversee its analysis and dissemination;
e) Address complaints related to pedagogical matters and propose necessary corrections;
f) Approve the student performance evaluation regulations;
g) Provide opinions on academic progression rules;
h) Provide opinions on the creation of study programs and their respective curricula;
i) Prepare the academic calendar and exam schedules;
j) Exercise other responsibilities conferred by law, the Statutes, or University regulations.
Meetings:
The Pedagogical Council meets regularly once a month and may hold extraordinary meetings at the request of the President or by initiative of one-third of its members.
By decision of the Pedagogical Council, Pedagogical Area Coordinators, Year Coordinators, AEFML representatives, as well as other invited individuals, may participate in the meetings without voting rights.
Faculty members will be elected by the entire faculty of FMUL, and students will be elected by the entire student body, in accordance with the Electoral Regulations attached to the Statutes of FMUL.
The term of office for members of the Pedagogical Council is four (4) years, except for students, whose term is one (1) year.

Lisbon School of Medicine
The present Regulation is in accordance with the Statutes of the Lisbon School of Medicine, published as an annex to Order No. 5323-A/2018 by the Rector of the University of Lisbon, in Diário da República, 2nd series, No. 102, dated May 28, in its current wording.
Article 1
Definition
The Pedagogical Council is the Pedagogical Management Body of the Lisbon School of Medicine.
Article 2
Composition and Election of the Pedagogical Council
1. The Pedagogical Council is composed of six faculty members and six students.
2. Faculty members are elected by the faculty of the Lisbon School of Medicine, in accordance with the electoral regulations of the Statutes.
3. The six student representatives are elected by the student body, in accordance with the Electoral Regulations of the Statutes.
4. The term of office for faculty members is four years, while the term for student members is one year.
Article 3
President
1. After the members of the Pedagogical Council take office, the Senior Professor, from among the elected faculty members, promotes and conducts the election process for the President of the Council.
2. The President of the Pedagogical Council is elected from among the PhD-holding faculty members by the faculty and student members of the Council.
3. The President appoints a Vice-President from among the faculty members, who will replace the President in their absence or incapacity.
4. The President is responsible for:
a) Convening meetings;
b) Declaring the opening, suspension, and closing of meetings;
c) Conducting proceedings, granting speaking rights, and ensuring orderly debate;
d) Accepting and putting forward proposals and motions for voting;
e) Publishing meeting minutes on the Pedagogical Council page of the Lisbon School of Medicine portal.
Article 4
Operation of the Pedagogical Council
1. Meetings:The Pedagogical Council shall meet:
a) In regular monthly meetings;
b) In extraordinary meetings, convened by the President or at the request of one-third of its members.
2. Participation:
a) All regular members are required to attend meetings;
b) Alternate faculty and student members must collaborate in all activities they are called upon for;
c) Exceptionally, participation in meetings and subsequent voting may take place in person or via videoconference;
d) Any vacant positions shall be filled by Alternate Members in the order they appear on the respective electoral list, in accordance with Article 5 of Annex III of the Lisbon School of Medicine Statutes;
e) Unjustified absence from more than four annual meetings or three consecutive meetings shall result in permanent replacement by an Alternate Member, following the electoral list order;
f) The Pedagogical Council may invite Alternate Members and other relevant individuals to participate in its meetings without voting rights.
3. Deliberation:
a) The Pedagogical Council decides by simple majority, with the President, or in their absence, the Vice-President, holding the casting vote, as provided for in Article 35(4) of the Statutes.
b) Deliberations require a minimum quorum of seven members, including at least three faculty members (one of whom must be the President or Vice-President) and three student representatives.
4. Regular Monthly Meetings:
a) Shall be convened at least one week in advance via email and/or letter, including the agenda and all necessary documentation for deliberation;
b) Minutes shall be recorded and, in accordance with Article 34(4) of the Code of Administrative Procedure, may be approved in draft form at the end of each session. They may subsequently be transcribed in greater detail and submitted for approval at the next meeting, after being sent to all members, including alternates.
5. Working Groups:
The Pedagogical Council may establish working groups, including alternate members or other invited participants, for the study or analysis of specific issues.
6. Response Time:
The Pedagogical Council shall respond to requested opinions within a maximum period of 45 days from the date of receipt.
7. Coordination with Year Coordinators and Course Directors:
a) Before the start of each semester, all Year Coordinators shall be invited to participate in a Pedagogical Council meeting to coordinate academic activities, provide information on the previous semester, and prepare the corresponding report;
b) Course Directors and Coordinators of Curricular Units/Disciplinary Areas must submit the syllabus for the upcoming semester to the Pedagogical Council by July 15 for the first semester and January 31 for the second semester.
Article 5
Additional Provisions
The President of the Pedagogical Council is, by virtue of office, a member of the Senate of the University of Lisbon, in accordance with Article 32 of the Statutes of the University of Lisbon. According to Article 30(5) of the Lisbon School of Medicine Statutes, the President of the Pedagogical Council may attend meetings of the Scientific Council but does not have voting rights.
