The Scientific Council is the body responsible for scientific and cultural management at FMUL, ensuring the representation of the faculty and researchers of FMUL. It meets regularly at least once a month and, additionally, can be convened by the President at their initiative or at the request of one-third of its members.
The term for members of the Scientific Council is four (4) years.
1 — The Scientific Council is responsible for:
a) Electing its President from among the full-time professors and drafting its regulations;
b) Developing the plan for all scientific and cultural activities at FMUL;
c) Making decisions regarding the creation, modification, and discontinuation of study programs and approving their respective curricula;
d) Organizing and deciding on the distribution of teaching duties for approval by the Director;
e) Deciding on course equivalencies and academic degrees, in accordance with the law;
f) Promoting, guiding, and coordinating scientific research activities within FMUL;
g) Proposing or commenting on the awarding of titles or honorary distinctions, particularly regarding the conferral of the Doctor Honoris Causa in Medicine by the University of Lisbon;
h) Proposing or commenting on the establishment of academic awards;
i) Promoting the offering of non-degree courses;
j) Proposing or commenting on the establishment of national or international agreements and partnerships;
k) Proposing the creation of Structural Units, Pedagogical Areas, Research Centers, or other units deemed necessary for the development of teaching or research at FMUL, as well as approving their structure, operation, and integration with other Faculty structures to ensure harmonious development;
l) Proposing the appointment of Directors of Structural Units and Coordinators of Pedagogical Areas;
m) Deciding on the organization and content of curricula, after consulting the Pedagogical Council;
n) Appointing course leaders for a period of three years based on their periodic reports and proposing, for approval by the Director, the distribution of teaching duties;
o) Issuing opinions on granting enhanced job security status to full professors and associate professors, in accordance with the applicable legislation and regulations;
p) Proposing changes to the staffing plan for faculty and researchers, both in terms of the number of positions and scientific areas;
q) Exercising any other responsibilities conferred by law, the Statutes, or the regulations of the University.
2 — Regarding academic examinations and faculty and research staff, the Scientific Council is responsible for:
a) Appointing supervisors for master’s dissertations and doctoral theses;
b) Proposing the composition of master’s examination committees;
c) Proposing the composition of doctoral examination committees and committees for the accreditation title;
d) Performing other acts provided for by law related to the faculty and research career and the recruitment of faculty and research staff, including proposing the composition of examination committees and academic competitions.

Distribution of Teaching Duties (meeting on February 19, 2019)
The Scientific Council positively evaluated the teaching duty distribution form, which must be duly filled out and attached to future proposals for hiring/reappointment of faculty. This procedure enables the Scientific Council to assess the activities to be undertaken by the proposed individual, as well as the context in which these activities will occur, namely, the teaching and scientific workload and the corresponding faculty already associated with the Structural Unit making the proposal. The form must be accompanied by the activity report from the previous year of the Structural Unit proposing the hiring.
