Leonor Bacelar-Nicolau

Biographical note

Leonor Bacelar Nicolau holds a double PhD degree in Health Organization&Management from the Lisbon School of Medicine (FMUL – Portugal) and in Health Economics from the Conservatoire National des Arts et Métiers (CNAM – France), a MSc degree in Statistics and Information Management from NOVA IMS Information Management School and a BSc degree in Economics from the NOVA School of Business and Economics (Portugal).
She is an invited Professor and researcher at FMUL (Institute of Preventive Medicine & Public Health, ISAMB-Institute of Environmental Health, and EpiTaskForce) since 2004, also collaborating with NOVA IMS at post-graduate level (2002-2006 and since 2017). She is a founding partner of DataScience Cons. since 2001, where she is responsible for the business analytics, digital evaluation and methodological innovation research areas.
Her areas of teaching (both in Portuguese and English) and scientific research focus multivariate statistics and data analysis, data science, health economics and evaluation, health impact assessment, environmental and preventive medicine, and infodemiology.
Her international experience includes being: WHO Temporary Adviser at the High-level Meeting ‘Health in Times if Global Economic Crisis: Implications for the WHO European Region’ (2009); Adviser of the High Commissioner for Health regarding the evaluation of the National Health Plan (2011); WHO Country Expert for “Health policy responses to the financial crisis in Europe” study (2012-2015); focal point at FMUL of CUTEHeart Project (Comparative use of technologies for coronary heart disease), an international partnership with Harvard Medical School (USA) and the Faculty of Medicine of the University of Porto (Portugal) (2014-2016); Advisor for Mental Wellbeing Impact Assessment regarding the Healthy Employment Project, an international partnership including Portugal, Norway and Iceland, for the promotion of mental health and wellbeing of the unemployed active population and the professionals that give them support (2015-2016); European Commission (EC) independent expert evaluator regarding the evaluation of projects candidate for EC funding and EC funded Projects (since 2020).
