Visit to the Faculty of Medicine of the University of Lisbon by Evaluators from the EUA
Introduction
The European University Association (EUA) represents third sector teaching institutions from 46 countries, and forms a forum for updating and cooperation in tendencies in the fields of teaching policies in higher education and research. The EUA’s aim is for the European universities of the future to represent “(…) a system of academic institutions with highly diversified profiles, providing a wide spectrum of graduate qualifications and facilitating the mobility of staff and students”.
Of special note in the EUA’s mission is its commitment to globally developing partnerships in teaching and research between Europe and the other continents.
Among its activities, one should highlight its support for institutions undergoing processes of reform, reinforcing leadership and strengthening the transfer of knowledge with civil society. The EUA’s work programme for 2009-2010 includes, in point III of Services Provided to the Members of the EUA, in line 1; Institutional Evaluation Programme, “(…) the third round of evaluation of institutions in Portugal (...)”.
The University of Lisbon (UL), in the person of its Chancellor, Professor António Nóvoa, applied for evaluation by the EUA. Following its acceptance, a committee was formed, through a dispatch from the chancellery on February 18th 2008, under the name, “The Self-Evaluation Steering Committee (SESC)”, made up of two members of the chancellery, three professors (Medical Faculty, Law Faculty, Science Faculty) five non-academic higher members and a student. The SESC drew up a calendar for the activities leading to the production of a UL self-evaluation report, to be sent to the evaluation team, and the preparation of the preliminary and main visits.
The drawing up of the self-evaluation report was coordinated by the Pro-Chancellor Professor Ana Nunes de Almeida. The final version of the report was sent by the Chancellor of the UL, Professor António Nóvoa, to the Deans and Presidents of the Administrative Councils of all of the Organic Units, Institutes and others and to the UL Students’ Association in order to receive comments. After including the suggestions received, the report was sent to the EUA evaluators and placed on-line on the UL site, along with the guidelines and the presentation of the evaluators.
The preliminary visit, coordinated by Pro-Chancellor Professor Ana Nunes de Almeida, was prepared in accordance with the timetable and requirements set out in the guidelines and by the evaluators.

Visit to the FMUL by the EUA evaluators
The FMUL was chosen, along with the Science Faculty of the University of Lisbon (FCUL), the Fine Arts Faculty of the University of Lisbon (FBAUL) and the Institute of Social Sciences, in order to receive the evaluators, following a timetable that included interviews with the Dean, with professors from different areas who did not perform administrative roles and with students representing the several different years of the course or from different courses, such as in the cases of the FCUL and FBAUL. The topics for the meetings are described in the EUA Site Visit, Schedule (www.ul.pt).
On the 18th of March, at the time appointed, the evaluators Professor Henrik Toft Jensen, Professor Dionyssis Kladis and the PhD student, Rossela Iraci Capucinello met for 30 minutes with the Dean of the FMUL, Professor José Fernandes e Fernandes. The introduction to the FMUL, just as recommended in the Schedule, was given to them by the Dean in digital format and on paper, with a description with information about the mission, management, strategies, curricular reform curricular, post-graduate programmes, masters courses and PhDs, as well as indicators as to the scientific activity and financing profile of the FMUL since 2003, and the mission of the Academic Medicine Centre, which is contemplated both in the statutes of the FMUL and those of the UL.
After the time established for the meeting, which took place in one of the rooms of the Direction and Councils, the evaluators met for an hour with Professors Rui Victorino, Miguel Oliveira e Silva, Ana Sebastião and Carlota Saldanha.
Following this they talked to twelve students, two from each year of the course, with one from each sex per year. The evaluators were given a sheet of paper with the photographs, years and e-mail addresses of the students. The students were selected by the course committee from each year among those who were available and who spoke good English. The meeting lasted 75 minutes.

The Self-Evaluation Report presented by the University of Lisbon, drawn up in accordance with the EUA Guidelines, deals with aspects such as the Institutional Context of the UL, Norms and Values of the Institution, Organisation and Activities, and Quality Practices of the UL.
The document also includes issues considered to be crucial for the strategic development of the UL, such as relations with other Higher Education Institutions in the city of Lisbon, the role and the status of the UL research institutions and post-graduate studies.
To finish off, reference is made to the ongoing or future changes that contribute towards improving and strengthening the institution.
