New FMUL Statutes
On the 26th of February the Portuguese Parliament Log Diário da República, 2ª série, nº 40, published, after having been approved by the Statutory Assembly, and further approved by the Chancellor of the University of Lisbon, the Statutes of the Faculty of Medicine (FMUL).
These new statutes have been drawn up in accordance with the Juridical Regime of the Higher Education Institutions (RJIES) taking into account the Statutes of the University of Lisbon previously approved in its Statutory Assembly and published in the Portuguese Parliament Log on the 1st of August 2008.
In relation to the previous statutes of the FML, published in September 2004, there is a certain number of aspects to which I would like to call attention:
1) In nº 4 of Article 1 on the FMUL Mission, it is stated that "The FMUL must integrate the Lisbon Academic Medicine Centre (CAML) along with the Santa Maria University Hospital/North Lisbon Hospital Centre (CHLN) and the Institute of Molecular Medicine, an Associated Laboratory, within the scope of the statutes of the University of Lisbon".
2) In nº 6 of the same article it is stated that "Specially, and in the terms of protocols celebrated to this effect, the FMUL participates with the Higher Technical Institute, of the Technical University of Lisbon, in teaching Biomedical Engineering, and collaborates with the University of Madeira in teaching Medicine".
3) In article 8, nº 2, it is established that "Other hospital units or services with capacities acknowledged by the FMUL may be considered as units of teaching and research affiliated to the FMUL".
4) In Chapter II, on Institutional Collaborations, article 11 states the existence of a mixed committee, namely "The Joint Committee of the Faculty of Medicine of the University of Lisbon /Santa Maria University Hospital is made up of the Dean, the President of the Scientific Council, the Chairman of the Board and the Clinical Director of the Hospital, and meets periodically when requested by any of its members. The competences of the Joint Committee include:
a) To guarantee the logistic and formal interconnection between the services/departments of the Hospital involved in the undergraduate teaching of Medicine;
b) To voice its opinion on the creation, extinction or transformation of the services with implications on teaching;
c) To appreciate the investment plans impacting on teaching and research;
d) To analyse the proposals for opening competitions to and/or nominations for management positions in the teaching and research clinical units;
e) To evaluate the requests for accumulation by medical career staff in order to undertake teaching activities."
5) In relation to the Institute of Molecular Medicine, article 12 establishes that:
1- At least two members of the Direction of the Institute of Molecular Medicine must maintain an academic connection to the FMUL.
2- The Institute of Molecular Medicine functions on the FMUL premises and closely cooperates with it on issues of scientific research and academic training under the terms of the protocol established for this purpose.
3- The researchers and collaborators with a contractual link to the Institute of Molecular Medicine participate in the election and composition of the governing bodies of the FMUL, under the terms set out in these Statutes and in the Electoral Regulations.
4- The Institute of Molecular Medicine will have representation on the governing bodies of the FMUL.
6) In article 14 on the Organs of the FMUL, it is established that: a) the existence of a Faculty Assembly which replaces the Assembly of Representatives, a Direction that replaces the Directive Council and a Management Council that replaces the Administrative Council. The Faculty Assembly will have 15 members, 9 of which are representatives of the teaching staff, 1 representative of the administrative staff, 3 representatives of the students and 2 members to be co-opted by the Faculty Assembly.
The new Statutes of the FMUL, drawn up like the statutes of other Units of the University of Lisbon, in consecrating the existence of the Academic Medicine Centre (FML/HSM-CHLN/IMM), a tightening of relations with the IMM and a greater connection to its affiliated institutions, will, it is hoped, allow a more efficient interaction with the links that the FMUL has established over recent years as well as in some aspects simplifying the governance and implementation of its mission as a teaching and research structure both within the University of Lisbon and in the exercising of its social function sensu latu.
